Rulebook:

The PRFSF is in the process of updating it's Rulebook,  we anticipate a release of the update by the year. In the Interim please refer to the ISU Rulebook. www.isu.org or call Tenshi Muniz at (707) 446-6534 email tmuniz@prfsf.com

The PRFSF uses ISU rules and guidelines concerning figure skating competitions.  These rules are currently identified in the following documents:

In addition to the release of the PRFSF Rulebook:

Membership in the PRFSF is established by abiding by the PRFSF regulations, its By-laws and the payment of annual dues. One can only be a PRFSF member through a fully paid membership that is current and up to date in dues. 

The PRFSF has adopted the USFSA testing guidelines, methods and requirements, Skaters that are Federation members are required to maintain their USFSA membership for the purposes of continuing their testing and competing in U.S. non-qualifying events. For testing guidelines please refer to the USFSA rulebook. www.usfigureskating.org

Athletes that are members of the PRFSF are required to obtain federation sanctions in order to compete at USFSA non-qualify events, and must represent the PRFSF at these events.

Commencing 2005 Puerto Rican National Championships, athletes that are proposed to participate in ISU international events will be required to be fully paid members. Skaters wishing to compete at future Puerto Rican National Championships will be required to be in good standing by having paid the annual membership dues.

Coaches of athletes that are participating in ISU international events are also required to be paying members of the PRFSF, must abide by PRFSF Rulebook, its By-Laws and abide by ISU rules and regulations. (Similar to the USFSA requirements of U.S. coaches representing athletes in ISU international competitions) see “ISU Regulations for figure skating & Pairs” at www.isu.org

Athletes representing the PRFSF in ISU international events are required to fill out the applicable competition forms on this web site.

Forms:Team Lead Release, Clearance Certificate, Skaters Program Content, etc. and become familiar with the PRFSF Team handbook.

PRFSF IRCP Policy

The Puerto Rican Figure Skating Federation (PRFSF) has established the following policy effective December 2004:

Independent Review Critique Panel (IRCP)

Purpose:

To evaluate, determine, and recommend athletes who are ready for set ISU Competitions (JR. Grand Prix and Grand Prix events) and Championships (4 Continents, JR. Worlds and Worlds).

Members of the IRCP would review and critique the PRFSF athlete's capability, competitiveness and evaluate programs to insure compliance with Code of Points standards.

The panel would evaluate whether the specified program content also meets the ISU requirements.

Objectives

The objectives of the evaluation are:

  1. To insure that the federation presents athletes that have been independently reviewed.
  2. To evaluate and recommend whether the federation's proposed athletes are ready to compete in the designated events (e.g., competitions, championships).
  3. To assure that our athletes can meet a specified level of competitiveness demonstrated at these independent reviews.
  4. To insure that a proposed athlete for said competition or Championship meets the minimum requirements of the ISU and the PRFSF. (see ISU rule)
  5. To insure that an athlete is evaluated against the Code of Points and can demonstrate to get out of qualifying rounds at said Championship or Competition

IRCP Format

The Independent Review process will consist of a series of IRCP assessments

3 Reviews: The athlete will be required to demonstrate the following:

1st Review: Short or Long Program- Partial Program with music and all skating elements to include jumps, spins and footwork

2nd Review: Partial program with music and all skating elements to include jumps, spins and footwork

3rd Review: Full run through of both program, Short and Long with all skating elements.

* Those athletes that have be designated for an IRCP will be required to participate in all 3 reviews, not to attend all 3 will disqualify the athlete from participating in the designated event in consideration.

Skaters competing at Puerto Rican Nationals and ISU competitions are required to submit the attached form; "Skates program content" for both the short and long skate program. This is for the "Planned" program content. This aids the Technical Specialist (caller) and the judges to know what elements the skater plans to perform."
